  My thanks to Austin and Lisa. When my rental arrangements made through Costco somehow got mangled in the translation, so they and I were trying to work out how come the cost seemed to have risen so much, they stuck to it, figured out the glitch, and made sure I was happy. Good work and willing to go the extra mile (or kilometer). I'll be sticking with Budget.

  I have never had worse service in my life. They have no idea how to deal with RBC Avion voucher. Now I have to spend hours to try and get my $1040 back that was already paid by points. It seems that this is the only airport in all my travels that are not trained to deal with this and do not have the computer technology to see that they where already paid. So it seems like a criminal offence to get paid $2080 for a $1040 rental. I am looking in to this as a option since I can get no help from anybody from Budget car rentals.
